      We wanted to see if Chu contributed money to New York state political recipients; for example, a candidate for governor or state legislature. We went to the appropriate page of the website of the New York State Board of Elections. The first line of the form requests the contributor's surname (for example, Smith or Jones). The form refuses to process the name Chu. We guess that this is because the software requires at least four letters in the surname. Chu has only three. We want to legally investigate Chu the same way we investigate others. By the way, this software feature (refusal to process a surname of fewer than four letters) affects different ethnic groups differently (because short names are much more common in some ethnic groups than in others). In some ethnic groups (for example, Chinese and Korean), a high proportion of names have fewer than four letters; for example, Li is a common Chinese surname. Some Black Muslim (Nation of Islam) believers have a short surname; for example, X. We are unable to find out if Chu contributed to a state, political recipient. HHC's Goins did. Consider a person who wants to contribute to state recipients but doesn't want his contribution easy to find on the Web. Maybe he would create an entity with a three-letter name, then have that entity contribute to state recipients. Also, he might give the money to someone named Li or Chu, then ask that person to contribute.

      On 4 August 2006, we discovered that the refusal described above (refusal to display contributions made by someone whose surname has fewer than 4 letters) has been eliminated. The improvement resulted from our bug warning above. Under the improved system, to find out about contributors whose surname has fewer than four letters (for example, Chu), specify a contributor type (for example, individual or corporation). Do not use the "Search all Contributor Types" option for a surname of fewer than four letters. Chu contributed to JIM BRENNAN FOR NEW YORK.

      Today, Chu may be Columbia University College of Physicians & Surgeons senior associate dean for the Columbia affiliation with Harlem Hospital Center, which is operated by Health and Hospitals Corporation.

      In 2005, someone named "CHU, BENJAMIN K" may have lived at 209 CLINTN [Clinton] AVENUE, BROOKLYN NY 11205 and at 164 SOUTH OXFORD STREET, APT. 2, BROOKLYN, NY 11217 US. The Clinton address is BROOKLYN / KINGS block 1902, lot 1, SINGLE RESIDENTIAL COOP UNIT, 209 CLINTON AVENUE, 7E. We got this information from using the New York city government's acris website (acris.com), which provides information about deeds and other records of the city register. Notice that that website provided information about someone with middle initial K. When using the website to look for information about someone, do not supply the person's middle initial. If one supplies the middle initial (for example, K), the website will say that it has no information about the person. From the acris website, one finds out about Benjamin K Chu by inquiring about Benjamin Chu, and one finds out about Michael R Bloomberg by inquiring about Michael Bloomberg. Maybe this acris bug warning will cause elimination of the bug.

      Health officer Chu does not necessarily have anything to do with the account below, which is approximate.

      In hospitals owned by New York city's government, there used to be conspicuously posted signs telling patients their rights ("patient's bill of rights"). The rights were numbered. The patient has the right to be informed about his medical treatment and about the professionals who supply it. The patient has the right to be protected from treatment administered without his informed consent. The patient has the right, at his own expense, to get a second opinion. The patient has the right to read his medical record for free. He has the right to obtain a copy of his medical record for a fee. Two rights (to read the record for free, to obtain a copy for a fee) are distinct from (although related to) other rights such as the right to discuss one's case with one's physician, or to receive explanations about one's bill. For example, after a patient reads his record, he might decide not to consent to proposed treatment.

      We know as a fact, based on our own observation (for example, hearing city hospital staff discuss this right with each other while in a city hospital) that one of the rights (patient's right to read his record) was intentionally violated by hospital management as hospital policy.

      Consider a patient in a city hospital who wants to read his record (which we sometimes call his file). It will take about three hours to read the record. He needs to read the record (which he has the right to do for free) to decide if he wants to buy a copy of it. Also, he needs to read the record to decide if he should consent to proposed treatment. If he buys a purported copy of his record, he may want to read the record (comparing it tot he copy he bought) to see if he was sold a complete copy. City hospitals seem to have no procedure for the patient to read his record for free. Whom she ask for the record? Who should bring him his record: nurse, doctor, patient records staff, someone else? Where should the patient read his record: his room, a room in the patient records area of the hospital, someplace else? Should someone on the staff be with the patient as he reads his file? Should the patient's record show that he read it? Should there be a centralized record listing all patients who read their records? As you can imagine, this patient's right (to read his record for free) raised questions which had to be answered by a hospital which wanted to honor the right. We heard hospital staff explicitly discuss (for example, teach each other) how to evade honoring this right. Also, we observed other, clear evidence that it was hospital policy to violate this right.

      What happens if a city hospital's patient asks to read his file (medical record)? A nurse may tell him to ask the head nurse of that unit. A night nurse may tell him to ask someone on the day shift. A nurse may tell him that she'll pass the request on (in which case, he will not get to read his file). A nurse may tell him that the patient should ask his doctor. A doctor may flatly refuse, saying that the doctor does not have hours to sit with the patient for hours as the patient reads the file. The patient will not be allowed to read his file.

      By the way, many patient files (patient medical records) are so thick that they can take over a day to read even if the patient skips X-ray film, EKG output, and other nonverbal parts of the file.

      Did a city hospital patient ever have a medical or other problem which would not have occurred had he been allowed to read his record?

      Consider a patient who has to choose between a low-cost hospital outside New York and a high-cost hospital in New York. He chooses the New York hospital because he wants to read his file. He's denied that right. When he gets a bill, he pays merely that part of the bill that the low-cost hospital would have charged. He explains that he chose the New York hospital because he was tricked into thinking that it would let him read his file.

      This discussion concerns the patient's right to read his file for free, not the patient's right to buy a copy of it. In general, a copy is less legible than the original. Parts of the original that are barely legible may be illegible in the copy. If you sit at a desk with an original file and a copy in front of you, you will (if you read the original and the copy) notice the original's superiority. Furthermore, a copy sometimes misses the entire edge of a page. Also, original medical files are in color. Sometimes, the colors convey important information. Some copies are not in color, thus losing information. No hospital, even when asked for the original file, supplies a copy instead. However, even if a copy were supplied, it probably wouldn't be as good as the original (for the reasons stated above). Furthermore, the original is free.

      By the way, we are under the impression that this right (the patient's right to read his record for free) exists throughout New York state, not just in city government hospitals. Patients' rights and hospitals' practices may have changed since the events told above.

  2. EDITORIAL: FIRE DRILLS IN NEW YORK CITY

    On 5 April 2005, the NIST (US National Institute of Standards and Technology) released an engineering report of its conclusions about the nine eleven WTC massacre, "Probable Collapse Sequences for Both Towers Finalized". One of the many facts that the NIST got right was that, in New York City on 11 September 2001, it was illegal in a fire drill to enter a building's emergency stairwells. Office building fire drills consisted (and perhaps on 6 April 2005 still consist) of going to an emergency stairwell and just waiting there, not entering the stairwell. Back then (and perhaps still now) participants in a New York City fire drill did not leave the floor they were on and did not even enter the emergency stairwell. It is a waste of time to share information with a government agency (in this case, the city government of New York) which is so incredibly stupid that it forbids people to enter an emergency stairwell during a fire drill. By the way, we personally witnessed this during a New York City fire drill that we participated in, so we know that this is one of the many correct parts of the report. When we and other people got to an emergency stairwell during a fire drill in New York City, someone (who seemed to be a landlord-appointed fire marshall) waiting there told us to remain there but not enter the stairwell. We all milled around, waiting there with the marshall. At the time, we wrongly guessed that not entering the stairwell was just one more, stupid, possibly illegal rule of that landlord.

    This fire-stairwell-prohibition enhances our understanding of how people reacted when Port Authority personnel on 11 September 2001 advised tenants and their employees to wait rather than immediately leave the building. It probably made sense (to many of the WTC victims) not to leave the building; after all, their New York City fire drills (if the WTC victims had any) had not included leaving the building or even entering the stairwells.

    The NIST also reported that people who did leave the WTC towers descended stairwells much more slowly than fire experts had expected (taking 48 seconds per flight of stairs to descend the stairwells, which is slow). Many WTC people would have descended the stairwells more quickly if they had repeatedly practiced descending those stairwells.

    Before nine eleven, the New York City Council voted to narrow the stairwells used for fleeing people in afire in an office building, as far as we know. City law was changed to allow narrower stairwells.

    Every fire commissioner and mayor of New York city (during the period that it was illegal to enter a building's stairwell during a fire drill) needs to resign (if they still hold office) and apologize to the victims' next of kin for death-causing incompetence. We guess that that fire-drill-stairwell rule is abuse of discretion and a crime although we are not expert in the applicable law. If we are right that issuing and enforcing the fire-drill-stairwell rule is a crime, prosecutors will not prosecute, for essentially the same reason that parents prefer not to argue in front of their children. That rule is far, far worse than mere negligence. It shouldn't be necessary for an NIST report to bring this astounding fire-drill-stairwell rule to the public's attention. Elected politicians and high-ranking executives may be immune from many of the legal standards mentioned earlier in this paragraph.

    The nine eleven massacres weren't caused by lack of information-sharing. Hundreds of the people who died in the WTC on nine eleven would be alive today if the city government were not managed by people whose incompetence is astounding but true.
